It looks like an immature (3rd/4th year?) Aquila chrysaetos kamschatica. This subspecies is most closely related to American Golden Eagle A.c. canadensis (Nebel et al 2015) and is thought to have spread to eastern Asia after the most recent glaciation. The population in easternmost Kazakhstan is attributed to the canadensis group. However, the geographic location of the images may just be in the distribution areas of the subspecies daphanea, whose affinities are uncertain, but may be most related to the homeyeri group which is distributed at that latitude from Iberia at least to Iran.
